Remedy as sister evading summons in Will probate case

This is a probate matter for letter of adm with Will annexed. Summons were sent by court to both sisters. One sister received but no body from her side came on the hearing date. Other sisters DID NOT receive the summons. Court was told of "ineffective service" I suspect that this sister is evading summons as her address is accurate. Hearing postponed for 6 months. What can be done to make sure that next time she can not evade the summons...what options I have to ensure effective delivery of summons ?
You have to sent summons again and if it is not received by your sister and returned back then in the eyes of law it is considered as a good service of summons. But to give you a better and accurate suggestion, I need to go through the court records of the existing case.
