Legal advice to have property with clear title.

In Delhi if mother's elder sister who was a widow and issueless has willed her property on my name, though the property was bought by her husband and willed to her and in turn she had mutation on her name, am i suppose to pay any taxes to govt to have a clear title on my name?

Yes, once the property is willed to you. You become the owner of the property. Register it in your name and pay taxes as per law.
