Husband died intestate so who becomes the legal heir of the property

Dear Sir, Good Morning!! My husband has taken one piece of land for development in Dapoli, Maharashtra. He has paid registration fee for the same. He has power of attorney in his name. Now he is died, so my question is the deal gets cancel due to his death, or as a wife legal heir of him, I can take it forward. He does not have any will or he has not made any agreement for transferring power of attorney to me. Hope I will get a help from you.
Under section 14 Hindu succession act gives to a female hindu an absolute title over the properties. Sec15 of the act delineates the heir of female and section 16 of the act provide manner of distribution of deceased female hindu among her heirs
