Head office has proposed for recovery from my father's gratuity

My Father was District Manager in U P Cooperative Federation Ltd,Azamgarh As he has been expired in sep 2013 but head office has blocked all his claims on this basis that in the year 2001-02 ,in his period paddy was being given but that Miller didn't return rice in the same manner.recovry is being tried from that Miller yet My question is that its not a matter of fraud or any such crime,and we were not aware of it.So being a family member how can Any such Department can block those claims.
As there is no fault on your father's part you are eligible for claiming gratuity. You will have to apply for the same in the concerned department however, if the department still denies then you will have to file a recovery suit against the concerned department.
