Can will be draft without legal heir's signature ?

Question is that how can I leagally make leagcy right on property of my parents without my sister's signature but leagally...?

If the Property in question is bought by your Father's own earned money then he decides to whom he is going to transfer the property and if the property is inherited by him then, your sister has all the rights to claim her share in the property. And in the latter, you are required to take your sister's signature in case of Inherited property and if the property is bought by your Father then she can not claim any right over that property if denied by the will.
