Information on property Tax for buying a house in Bangalore

I am planning to buy a house in bangalore. The house is built by owner on a land after getting BBMP approval. The land does not have Khata and all legal documents are fine. The owner has not paid land tax on it from many years, the owner says he has lot of land and he cannot pay huge amount now. So can we pay the tax now on only selected plot i am planing to by before of after registration and what will be the charges to do that.
Sir, the land doesn't have khata means ..? Where is mother deed , you bring all the relevant documents and get opinion on said plot, if they paid betterment charges or not your question is confusing, just consult and get relief.
