Harassment to pet owner by housing Societys Secretary

I am a pet owner have 3 adult cats
I have been facing harassment by society secretary due to pet issues, the secretary is forming his own law for my pets, he is forcing us to keep the cat's in leash and to be chained, cats are different from dogs, they cannot be chained, they are used to climbing on trees .
1)My question to you is that , Can Pet owners be penalized if pet cat scratches bike seats ?
2) Do we need to keep pet cat's chained? isn't that an act of cruelty?
Well, there are other mechanisms too which can be adopted, so that, the cats cannot scratch seat covers. You can take the assistance of Cat Trainees and Behaviourists to change the tendency of cats from scratching seat covers, then if their habit gets changed, Society will not trouble you.
