What are the laws that govern online lottery in India?

I want to create a website where individual can purchase a lottery ticket for 2 rupees and one individual can purchase only one ticket in a day 80% of all the money will be given to any 4 random participants.
But i recently found out that online lottery is illegal in India.I want to ask that, is there any way or any modifications that can be done here to make it legal ?
Hi, online lottery is illegal in India. Few years back, Supreme Court had banned lotteries in few states and refused to make sale of lotteries a fundamental right. Lottery in India is governed by the Lotteries Regulation Act, 1998, according to which the states are allowed to conduct a lottery subject to conditions.
