Online Poker site legal formalities

I am a newbee in feild of online business and doesn't have clear picture of legal formalities to start a online venture. I just want to know the legal formalities that I have to go through for setting up online poker site in India as I see on net other various sites running like adda52,pokerbaazi etc.
Betting is a state subject which means it comes under state list. In simple language it means that betting is a subject upon which every state has a right to make laws of their own. So in states like Sikkim and Mizoram betting is legal while in Goa casinos are legal. But in majority part of India betting is illegal. It has been argued in length over this subject first in the parliament and then in the Supreme Court as well but in the end it was banned because of the rigging and other ill effects of its own. So if you wish to do a business of these sort of then you have to take your registration accordingly. Further your services shall be available to only those places wherein it is allowed otherwise you may face criminal charges.
