Legal steps involved for starting a small business

My friend wants to make soaps and cosmetics at home, and sell them in the market. Her husband has deserted her and she does not have money now. How can she start a small business? What all papers will she need? Can she get financial help from somewhere? She has the talent but is not educated enough to do the paperwork alone. Is there an NGO that can help her in getting legal registrations and licenses for free?

To answer your questions -
1. Your friend can form a LLP or company for doing this business. In order to form a LLP or company you will be requiring PAN Card, Aadhar Card, Address proof (any one out of these - passport, voter ID card, ration card, driving license etc) for those who wants to become partner or director to the LLP or company respectively. One place from where you will be operating your business and the proof of address of that place (any utility bill work but best would be electricity bill). If that place is rented then you need NOC from your landlord. Having these documents at your hand you should approach any advocate or CA for the registration process.
He will guide you further. The costing related to this process may fall in between 10 to 20 thousands depending upon how good advocate or CA you approach to. The better your advocate is the better your compliance will be and so will be your case of receiving government aid or funding from the investors.
2. Once your LLP or company is at its place you will become eligible to several aid (small scale industries aid, start up India aid etc offered by the government) and funding (start up funds created by big companies and PSU, angel investors fund, venture capitalist fund etc offered by key players of the market).
3. You will be requiring registration under GST law, Small Scale Industries registration and such registration related to your business domain. It can be easily detailed out along with the pricing details if you approach any advocate or CA.
4. There are NGO which help you to grow in your business by providing several sorts of assistance just like the government or the investor which I detailed out to you. However there is no such NGO who will help you to get your business start for free.
5. You have to incur the basic cost relating to LLP or company registration process and for obtaining the other licenses or approval related to your business and from thereon you will receive all sorts of assistance to promote your business right from purchasing the raw material at cheaper cost to finding a market to sell that produced goods to having a workshop related to your business and so on and so forth.
