Is it legal to share telemarketing lead to someone else

Lead generation websites gets phone numbers from visitors and sell those numbers to dealers/brokers, is it legal practice because they did not have my consent to share this number with anyone.
Another question - If I am a broker and I got leads from these websites is it legal to sell these leads?
You must have given them consent to share your no with visitors visiting that particular lead generation website to seek services of such Professionals with whom legal generation websites share your no.
