For starting a city level online business like food delivery.

I want to know what legal barrier I have to face to start a online food and products delivery business without making it a legal entity or making it a company?

Good initiative. Well if be talk about barriers then following barriers you will be facing into your business.

1. With non legal entity, all your legal rights also gets vanished.
2. Contrary other person's i.e. customer's legal right not gets vanished.
3. Local norms like ghumasta, nagar nigam, MP Vat, Service tax, Income Tax and all other related penal provisions "may be" attracted.
4. I.T. Act provisions also may be attracted.

Depending on your query, i think Partnership form or Proprietor form of entity will suits you.

Without making legal entity or a company, personal liability cannot be escaped.

You can start business by creating a partnership firm, but remember, a partnership firm is not a legal entity like a company and makes partners personally liable.
