Can lucky draw for helping poor children be started in india legally

Sir,Maam I want to run a paid lucky draw for helping poor children and poor schools in the rural area of meghalaya. i Just want to know if i can do it with out registering or should i register first.I also wanted to let you know that the feast we take is a donation for the ticket which is only Rs 10 indian currency.Please give me the best advice.

Please share the details of the pan as to what exactly you mean by lucky draw? What is the nature of the entity that will run the show? While there is no restriction in doing charity work, the problem arises when a business scheme is launched under the guise of social work. Are you and NGO? Will be happy to advise if you share more details.

The information provided by you is not enough to understand your query as at one point of time you are stating about lucky draw then about feast and then about donation as well. Legally all three things are not possible in one situation.
