Can I directly purchase vegetables from farmers and sell it

Is it permitted to start a business of procuring Vegetables & Fruits directly from farmers and selling it to businesses like retail store, restaurant, hotels, caterers etc. as per APMC act without intermediates like commission agents, traders, mandi etc ? Also I would like to do a Proof of Concept (PoC) for this business before registration of my company, can I do it ?
Yes, you can do it, but the depend upon farmers believe on you, without your registration of your company/firm as well as your concept. proof of concept this is your strategies of your firm/company. you will do it in the form of studying market.
