UGC Guidelines (Refund of Fees 2023, still in force in 2025): If a student withdraws before the last date of admission, full refund minus not more than ₹1,000 processing fee is mandatory. If withdrawn within 30 days of course start but before last date of admission, refund after deducting up to ₹5,000. Deduction of ₹10,000 is questionable unless it’s specifically mentioned in UGC-approved prospectus. Your right: Since they have promised in writing (email) to refund ₹55,500, they are bound by that promise at minimum. Non-refund + no communication = Deficiency in service & unfair trade practice under the Consumer Protection Act, 2019.
