Unable to pay back money borrowed from friends and banks

My mother and late father were victim to a black money wash wash scam and in the process borrowed money from few friends and banks which she is unable to repay due to no source of income. What are the legal implications. Total outstanding approx 15l.
Your mother is required to pay the sum borrowed money, or else the friends /banks will file a suit for recovery thereby seeking recovery of the money.
