Relative taken money but not returning

Hello, one of my relative had taken 20 lacs on guarantee to put in some scheme, he has given me gaunter on email and have send an scanned check as well with promising of sending hard cheque but he had not send the cheque till now, now it’s around 2 years he once gave me 3 lacs but after that he never gave any money.He keep promsing of giving money but now he is giving excuses,I have record of chat were he is saying to pay money.Would need help how can i get money from him.And howmuch time needed
