Regarding fine on hostel on non-vacating the hostel

I was allotted a hostel 4 km away from my workplace. Due to the hostel policy which required to accept the hostel before upgrading to another hostel. Due to this I accepted the hostel even though I was not staying there. Next month I applied for upgradation and I got the desired hostel after 1 month.
