Refund of security deposit held up since 15 days

Self drive car booking. 2 transactions for booking amount and remaining amount made through their app. Razorpay payment gateway used. Second transaction successful but vendor app doesn't acknowledge. Had to pay again on their QR code. Raised with Razorpay and they refunded. Vendor says the refund was done from their account though not credited in the very first place. Holds security deposit since 15 days. Doesn't respond to calls, email or WhatsApp.

This amounts to clear deficiency in service and unfair trade practice under the Consumer Protection Act, 2019. Since the vendor failed to refund your security deposit despite repeated reminders and proof of transaction, you are legally entitled to recover the entire amount with compensation for harassment and mental agony. Immediately issue a Legal Notice through an Advocate demanding refund within 7 days, failing which you can file a Consumer Complaint before the District Consumer Commission and also seek penalty for wrongful retention of funds.
