Recovery of Money from Friend pending more than 5Years

I paid 30Lac money through Net Banking to my friend for his business purpose ,but only he gives false promise of paying soon.Can I file Civil or Criminal case against him by sending legal notice.I paid him money in 2019, but he always give reason of COVID loss, but he doing well in business and having good properties. nNow I delayed it to file case or will it be barred now due to more than 3 years old matter?

Dear client, As long as you have sufficient proof to show that you have paid and that your friend is in a position to pay it back, you can file a case. Whether you want to file a criminal case for cheating and fraud or you want to take civil measures is up to you. Furthermore, there are rules for limitation but there are also options such as condonation of delay or different legal approach. Do let me know if you have any questions.
