Recovery of money as documents are not given by the LIC Agent.

My daughter handed over an application and money (in cash) Rs.65,000/- (Rs. sixty five thousand)only, for a policy with a LIC Agent of NCR. The Agent assured to turn up shortly to hand over the policy papers and receipt from the LIC India's Office. The Agent did not turn up till date despite several requests through what’s apps messages. A period of about one year has elapsed and we are apprehending some mischief on the part of the Agent. There is no receipt from the Agent on account of money he took and the application handed over to him for the policy. However, his name, address and agent licence number and conversations through whats apps are available. Please advise, as to whether a case of cheating etc. can be filed against the LIC Agent , and before which court/forum?
First of all, it is important to take note, never to handover any amount in cash to anybody, always do such transactions through bank only.
