Received legal notice due to non payment of credit card dues

Can personal loan and credit card outstanding be setteled in less amount as 8 am not able to make pyments due to financial problems
Although settling the amounts for less is the discretion of the institution, the same can be worked out.
Financial institutions are more leaning towards settlement if the amount can be settled with OTS (one time settlement)
