PPF deposit withdrawal is being denied by central bank of india

I made a PPF deposit of 150000 rupees in central bank of india, now i want to close and withdraw so that i can use it my SBI account deposit schemes which are better. The bank is refusing to cancel, i have written and email confirmations, . I had complained to RBI Ombudsman, RBI have taken the side of the bank as well. Please advice what is the next step i should take. thank you

How old is your PPF account ? There are some rules and condition for the PPF account , You are satisfying all the norms for withdrawal ? If yes you can move to consumer court with your matter . You will get your refund back .
