Person refusing to pay the borrowed money on stamp paper

i gave a person some money. all are written on rs 10 stamp. in stamp also written that he paid interest on borrowed money . but a local lawyer tell me that it is illegal without having license to do a interest based business and also there is no value of rs 10 stamp. so what can i do to recover my money. i have also send him notice. but not responding.
