Pending salary from last 6 months

Its february 2019, i leave my company in november 2018 because of salary disputes.
My salary is pending for the month of august september october.
I filed a complaint in labour office regarding this dispute, they agreed to pay dues, but till date no payment has been done.
It cause a loss of my time, also it cause mental pressure on me,
Can i file a civil suit for recovery of my payment and also compensation for the loss of my time and metal pressure that i am suffering with
Yes you can file a civil suit before a competent court of law which falls within the jurisdiction of the company or where you reside for recovery of salary. Before that you can also serve upon them a legal notice so as to give them time to pay you. In case they don’t you can proceed with a legal action.
