Not informing me the item is yet to ship and not refunding me back .

I approach a courier service to deliver my package , when inquired they said it can deliver in 3 working day with the fastest route so brought my item and hand over to them and that was my brother files including very important ducument, and then I paid them fully , that was on 24th of the month , i went bck , my brother called me up on 31 , and told me I haven't received the item and asked to inquired with theem so I went back and ask them why is still not being delivered and they said because of the weather we are not able to ship and they never called me and let us know that the item is yet to ship . So I ask them if there's is any route opening and they said no .. so took back the item and asked for refund and they told me it will be refund back on the evening , and that was on 1st of June and till today I haven't received it yet it's 7 of June today I kept calling them and they saying the same thing it will be refund back sometime, im already stress out I want to Sue them.
