Non refund by Shop keeper even after presenting the bill.

Purchased flour with proper bill. Found at home that it was expired (full of worms). Rang the Shop keeper, he said come with Bill and get refund. Threw the flour. Now the shopkeeper is saying that he will refund only whe I give him the flour packet. I have the picture of the pack. Print out of the call on WhatsApp. What can I do. Guide please.

You have two options 1. To ask him to refund or exchange. 2. To file a complaint in the consumer court and get a compensation of about 25,000 or 50,000. I think this option is better if you have screenshot and bill. It will take time but imagine 1000 rupees investment and compensation.
