Money loaned to friend without contract

My friend has to give me money. He is in default. Can I file case in my locality (local court) because he once said he will pay at my apartment in WhatsApp. So I can file civil recovery case in my locality or jurisdiction based on repayment was to done at my apartment in WhatsApp text.

Yes. You can file a civil money recovery suit in your local court if the cause of action partly arose there—since your friend’s WhatsApp assurance to repay at your apartment creates jurisdictional linkage.
