Money lent to a friend how to recover

I have paid a person of some money in lakhs but in cash and the person has not paid me back the amount and he is threatening me not to give and the police is also not taking any action! Need advice as I have proofs of money being taken by the person

I need to see/hear the proof before suggesting any step. ie., Any cheque is given for security / Bonds ... etc. Police can not ignore your complaint without filling a FIR when you go with the proof. I need to discuss more about this issue before suggesting a step.
