Logistics company not paying rent for my vehicle

I have attached my Tata Ace Company in Yellooboard Logistics Company in September 2015. In December without notice perioed they stopped my vehichle. They didn't pay me properly. Still 17000Rs are pending. I complained in Police Station. In Counselling infront of SI they agreed to pay in few days; After 1 month they are not paying and saying, "We will not pay you whatever you can do,do". I don't have agreement for proof. I have tripsheets as proof for no.of working days. Can I do anything with the tripsheets without agreement? In which court I need to complaint?

With the agreement you can file a suit for recovery of money, it is not mandatory that you shud hv a agreement in place,
the trip sheet is evident that they have been utilising your vehcile. Simultaneously, you can also follow the police complaint filed and let FIR be filed and go to criminal court for punishment.
