Loan recovery from a ex-colleague

I loaned a sum of ₹30,000 to one of my colleagues in 2019 via google pay (written as loan) and then we moved on with different employers. Since then he had cleared only ₹10,000 in two instalments with the second one in Feb 2023 and remaining ₹20,000 is pending. I want to recover but he's not lifting calls and blocked me several times. I have SMS/Whatsapp messages he simply delayed and now he's not answering. I even went to his provided address in may-2025 but he vacated. Looking for ADVOCATE.
