Lein Charges and account is in negative balance

I had a auto loan in Bank of Baroda, and the EMI is paid regularly. While obtaining the auto loan, they had created a Savings Account and I had not maintained the balance in the savings account. EMI was directly transferred to the loan account and the loan is cleared. Now if I check the savings, bank has applied DEBIT CARD LEIN CHARGES and the account is in negative now (-15,000). What should I do to close the savings account now, I am not in a position to pay 15k for the bank now.

You can request the bank to waive off these charges. This request letter should be given in writing and a receipt Number on this letter be taken from the clerk in the bank. And if they don't do it, a Legal Notice can be sent to the Bank asking to waive off these charges.
