Is wife liable to pay back loan taken by late husband?

My father took loan from Gov.co bank as a govt. servant. Now he passed away last year and that bank come to my mother to pay back remaining loan. Please note that my father didnt passes any property to my mother. the only think is family pension which my mother receiving every month. Is my mother liable to pay remaining loan of my father? if not then what we can do as they filed case against my mother. what points should be take care?
Your mother do not have to pay to Bank if she has not signed any papers relating to loan or stood surety for the loan or signed as co borrower or guaranter for her husband. The bank shall be committing an error.
