Is there any limitation period on government to recover pending dues

Sir/Madam I have a shed in MIDC Waluj Aurangabad constructed in 1995 Due to financial crises I could not run the manufacturing business. Many years it was vacant. In 2001 I had given a shed on rent to a Nagargoje. My tenant did not pay bills of water supply so I apply to MIDC authority to temporary disconnect water supply on March 2002 on the same day they disconnect the water supply. I think the due amount was Rs 20000 - Rs 30000/-was pending After march 2002 I was using bore water as my production was stop. Now in 2017 I have decided to rent the shed for financial support so I approach to the MIDC Authority to reconnect the water supply. They are asking me to pay the arrears amount more than Rs 200000/- (two Lakh) and that is also after 16 years. Also they did not serve any recovery notice during March 2002 to till to date. I want your legal opinion can MIDC is illegible to recover incorrect amount pending due & is they are under limitation and what action can I will get r

Dear sir,
You write to the service provider for your complaint. If they are not taken any steps file case in consumer forum for remedy.

You can file a case for party in person or through Advocate. If any further clarification let me know.
