Is it possible to complaint a case against pg owner and ask for refund

Hi, I paid for a PG and stayed only for about an hour. After staying, I found the conditions very different from what I expected, with a strong cigarette/smoke smell coming from the shop below. I left and informed the owner but he is refusing to refund the amount and talked so badly for the unused period. I also have payment proof. Is it legally possible to file a complaint against the PG owner and claim a refund?

yes You have an option to file a consumer complaint against the PG if it is registered or file a complaint before the police station against this PG to remove this PG. Automatically it leads to refund
