Indiscriminate water charge by Apartment Association

In our association earlier we used to pay water charge based on water meter units installed in respective flat. Earlier calculation was total water charge paid to water tanker/total units in a given month * respective units of a certain flat. Recently association has come up with a random slab of 1500 units for each flat beyond which they are charging extra rate to flats who are consuming more than 1500 units. I want an injunction on this through consumer court. Advice plz.

Hello, kindly answer the below mentioned questions : 1. Is there a water meter of government entity for each apartment ? 2. Was there a meeting for the recent changes on water bill ? 3. Was there a resolution passed for the new change ?
