I was purchasing a resale flat for 42L with the advance 60k paid through UPI without contract deed created by that time. We withdraw the deal on the same day as our bank refused to provide loan on that specific region so we called off. But the buyer refused to refund the advance and after some negotiation he refunded 20k and holds 40k. In verbal he promises he will deduct that money if we purchase his property. But i'm not in the situation of purchasing it due to my financial situation and he is the power of attorney to the landlord who settled in USA. (He mentions that he had proper papers to sell the property) i want my money back and what kind of legal ways i can approach? Please help
