I booked a flat but builder is fraud. How can I get my money back ?

I had booked a duplex with a builder but instead of sale agreement builder make registered MOU and now he is not work on that project and make false promisses about that project. And he also said if i cancel the agreement i have to pay 20% cancellation charges and service charges for that. What can i do now
If builder makes falles promises,
And not act according the agreement and deed.
Then you can file case in and
you will get your full amount back with interest
And you will get compensation amount for mental and physical harassment also.
