How to recover money from a jeweller as he is not returning money

An amount of 1,12,000 was kept by my Mother with the jeweller in Talegaon Dabhade (PUNE) in 2015 with the promise of getting an equivalent amount of gold. However the gold was not brought and my mother demanded money from him. After repeated calls to return back the money in 2017 he has only returned 20,000 of the principal amount last month (May 2018). My both Parents - Senior Citizens are repeatedly asking him to return the remaining money since last 1 year - but to no avail.He just picks up the call and promises them that he will hand over the remaining money in 1-2 days time or by next week on so and so date- however when the day comes he conviniently gives excuses and postpones the date to next week and so on.He has been doing this for last 1 yearnow. My Parents are mentally agitated due to the attitude of the Jeweller- They are in urgent need of the money as my Father who is 80 years of age is a heart patient and needs the money urgently. Appreciate you advise. Thanks

Do you have any paper work or anything in writing related to said transaction?. Has he ever accepted his liability in writing ?
Kindly note that the aforesaid facts will strengthen your case. Also let me know if you had given him the money in cash or by any other means. You can send him a legal notice and then file a civil recovery suit for the remaining amount. You can also sue him for forgery.
