How to get refund of money lent to friend

Hi sir, I gave 40,000 to my friend 4yrs back in November 2016 he gave bond paper for 60,000 for 10% interest he only wrote and gave and his mother told u can call me money after 1 month after they gave only 20,000 and remaining they are not giving, when I am calling them they are telling we will file case on you only if you call next. My friend mobile is switched off can I file a case on him for money, please advice
You can send him a legal notice demanding the repayment of the debt and if he still denies then you can file a recovery suit against your friend claiming interest as well as compensation for not returning the said debt.
