What are the rules of society bye laws in Mumbai for electrical damage due to water leakage from above builder vacant flat?

In Mumbai housing societies the owner of the flat causing leakage is liable to repair the source of leakage and compensate damage. If flat is owned by the Builder, then the builder is responsible. Society can issue notice under bye laws and recover cost.
