Gave money to a friend but he cheated us what action is possible

I and my friend given 5 lakhs to my friend relative on account of site purchase. He told 2.5 lakhs for 20 x 30 site.. So, i gave rs 5 laksh incuding my friends money to him. After 1 year i came to know there is no site, he has cheated us.. But now if v ask, he is not giving and escaping from us.. I have taken blank cheques, and blank paper signed by him.. Now, my friend is also not involving in this.. What is the next procedure shall i complaint on my friend relative or my friend
File a police complaint against your friend as well as your friend's relative. Since your friend did not pay from the start then there may be some possibility that even he was involved. File an FIR under fraud, cheating and criminal conspiracy under Indian penal code against both of them.
