Gave money in cash to person nothing in written how to recover it

I have given some cash of around 3 lacs to a person. There is nothing in written. There is just his signature on Rs. 100 stamp paper. He is delaying the return of money. What action can i take against him?
In case you have a proof that you have given certain amount to someone, then you can recover that amount legally. You can file a recovery suit under order 37 of CPC in the Civil Court and recover your amount.
