Gave 25 lk to my friend who is not returning money how to proceed

I have given RS.2500000 to my friend in 2012 . he still have not returned my money. How can I get this back? I have promissory note on RS 100 stamp but it is not notrised. Is it valid as evidence?
Dear Sir, Even if the agreement is not notorized, it should be genuine agreement and your genuine transaction. You can certainly get back the amount by filing a civil suit in a court of law through a proper legal expert.
