Maxmimum after how many month we can raise complain related to cyber crime. And if im not in india and Cyber crime potal is not reachable then how we can raise.

As soon as possible so that police can investigate the case and in case you are in foreign then register your complaint through an Advocate . But registration of complaint on time is most important for a fair investigation
