Dear Sir, I had taken loan of 28000 & now due to financial issue i am unable to repay it but i am not denying not to pay but in this situation what to do as they are continously sending msge & calls.

ask for settlement and tell them you need settlement offer so that you can pay the loan and reply to their each and every legal notice also, write emails when they call you and tell them you need time to do the payment and ask for settlement offer if they can provide and you can also pay the money in one time
