Cooling off period of Past Director of Urban Cooperative Bank

I served as a director of an Urban Cooperative Bank from 1979 to 1983. In 2006, I availed a Cash Credit (CC) facility for my MSME. Both accounts became NPAs in 2010 due to the economic slowdown, but I have since repaid a substantial amount. I now wish to settle the accounts under the OTS scheme. However, the clause requires RBI's prior approval for loans to directors and ex-directors. Was I considered an ex-director when the loan was taken in 2008? Additionally, what is the cooling-off period?
