Complaint against property dealer for selling undeveloped residential

22-Jan-2026 (In Recovery Law)
I purchased a residential plot in Mawana (outside Nagar Palika) Meerut on August 2021. I have a notarised agreement in which the property dealer is shown as the seller. However, the final registry was done through farmers. No electricity, sewer/drainage or basic amenities have been provided till date. The agreement does not specifically mention these facilities. Can I file a consumer court case against the dealer for deficiency of service and unfair trade practice? What relief can I seek?
