College fee refund not refunded fully

I paid fee for daughter admission in famous college of bangalore, 48375/- was paid and I cancelled the admission within 10 days and after 2 months of follow-up they paid me only33187/- sayin balance amount cannot be refunded as it goes to different accounts and cannot be refunded. It goes to the board not the institution this the answer i received where do i file a complaint.

sir first send a legal notice to the college authorities then if there is no response then file a writ of mandamus in high court to direct the college authorities to refund your amount. This gives relief for the grievance caused by them.
