Bank not refunding the full amount given for home loan, please advise

I had applied for housing loan in HDFC LTD, considering the least procedure. Its representitive came at house and seen my land related documents.In the same day he called me at bank branch to fill up the form and he promised me that in about 15 days loan be sanctioned and he taken a cheque of processing fee of Rs. 7015 in advance in favour of HDFC LTD. After 20 days I received a sanction latter of Rs.12 lac with an information that mutation of my land should be done for the further process. As my plot is registerd under 143. Even then I applied for the same in the office of Naib Tahsildar. But he told me that as my plot is already under 143 so its mutation can not be done. I informed the same to the Bank but they are not listening and saying that without mutation loan can not be given. I asked the bank to refund my processing fee which paid in advance, Manager is saying to refund only 50% of the fee. Now I want to take this matter to the consumer court. Please help me.
